sarasate jota aragonese

Why does sarasate's jota aragonese not contain the familar theme as in arcas/tarrega?

Not sure what the best to to write this is but long hand something like:

3/4 Amaj d_grace c_quaver bq dq|eq cq e_triplet dt bt a_crochet| Amajor dq cq bq dq|eq fq gq aq gc|Emin bq asq bq eq| dq cq bq aq gq fq|eq dsq eq fq gq fq|eq dq cq bq ac|

A jota is a sort of a dance and Argon is just the place where they dance one sort of it. There are many Jota Argonese.
