Brushed Spiccato?

I've been working on J.B.Accolay's violin concerto in a minor and I've been having trouble with the spiccato part. My teacher told me it needs to be a brushed spiccato(closer to the string with less bounce), but every time I try it sounds very scratchy and m bow bounces too much. Can anyone help me? If you need to hear the part it's at 1:43

Numbness in fingertips?

I've been working on Sarasate's Zigeunerweisen (Gypsy Airs) and I've noticed numbness in the tips of my fingers when working on high notes on the E and A string which feels VERY uncomfortable. I do know that my strings need to be changed. (I've had them on for about 9 months)Also what can I do to build strength in my pinky so I can hold and vibrato high notes without discomfort? Any advice would be greatly appreciated.
