Brushed Spiccato?

I've been working on J.B.Accolay's violin concerto in a minor and I've been having trouble with the spiccato part. My teacher told me it needs to be a brushed spiccato(closer to the string with less bounce), but every time I try it sounds very scratchy and m bow bounces too much. Can anyone help me? Numbness in fingertips?

I've been working on Sarasate's Zigeunerweisen (Gypsy Airs) and I've noticed numbness in the tips of my fingers when working on high notes on the E and A string which feels VERY uncomfortable. I do know that my strings need to be changed. (I've had them on for about 9 months)Also what can I do to build strength in my pinky so I can hold and vibrato high notes without discomfort? Any advice would be greatly appreciated.
