AGE GROUPSThe auditions are to be held in two age groups:
• Junior - from 10 to 16 (inclusive)
• Senior - from 17 to 28 (inclusive)
The age of the participant in determined in accordance with the start of the ?ompetition.
The First Prize-winners of the previous D.Oistrakh Violin Competitions are not allowed to take part in the same age group.
GENERAL PROVISIONS CONCERNING THE ROUNDS OF THE COMPETITION
The preliminary section
Selection for participation in the ?ompetition is based on a DVD recording. All recordings will be played to a jury to select participants. Candidates must enclose with their application a good-quality, clearly indexed DVD, which must include, in the following compositions:
For the Junior Section:
1. Masterly piece
2. One of Paganini's Caprices or Wieniawski op. 10 or op. 18 (1st violin)
For the Senior Section:
1. Caprice by Paganini
2. The first and second parts of Bach's Sonata number 1 to 3 for solo violin
The recording is should be made in the period between 31/05/2012 and 31/05/2013. The works presented on the DVD do not necessarily have to be included in the programe for the public rounds of the ?ompetition.
Winners of international competitions, members of the EMCY or WFIMC (World Federation Of International Music Competitions), are allowed to participate without pre-selection. In this case, instead of DVD-recording must be attached to the application documents confirming participation in the competitions that are members of EMCY or WFIMC.
First Round
Number of candidates admitted to the first round is not more than 24 in each category
Second Round
Number of candidates admitted to the second round:
For the Junior age group- not more than 12 participants
For the Senior age group- not more than 10 participants
Third Round
Number of candidates admitted to the third round for Junior and Senior age categories is not more than 6 in each category.
Auditions of third round for Junior category are held with the Chamber Orchestra, for Senior category - with Symphony Orchestra
All auditions are held in public.
COMPETITIVE PROGRAM
All programs of the ?ompetition must be performed by heart. In exception are the sonatas of the II round for both age categories.
The contestant must perform the program indicated in the application form. Any changes in the program are not allowed.
The Jury reserves the rights to shorten the program .
RULES OF APPLICATION
The following documents should be send to the Organizing Committee:
• The application form
• DVD recording.
• The performing program with indication the duration of each piece
• Prompt resume with information about: the educational institution, the teacher, information concerning the participation in other music competitions
• Copy of the educational documents
• Photocopies of passport or birth certificate
• Photographs (not less than 600 x 800 pixels in the E-form) or 6 x 12 cm. in printed form
• Copy of the invoice with the payment of the registration fee
• A document confirming participation in the competitions that are members of EMCY or WFIMC
All indicated documents V Moscow International David Oistrakh Violin Competition must be received to Organizing Committee by mail or e-mail not later than the 31st of May, 2013.

REGISTRATION FEE
The registration fee of 100 Euro is due immediately upon receipt of the admittance letter and should be remitted free of charge to the organizer.
In case of failure of candidate from the Competition documents and application fee will not be returned.
The applicants admitted to the competition will receive an official invitation from the Organizing Committee not later than 15th of July 2013 after the preliminary audition of the DVD.
AWARDS AND PRIZES
At the end of three rounds for Junior and Senior age categories, a Jury awarded the title of the laureate of the Competition and awarded prizes and awards.
The Prizes will be presented in ruble equivalent according to the Rate of the Central Bank of the Russian Federation on the day of payment.
State and public institutions, creative unions, mass-media, firms and private persons may be the founders of special prizes and awards. In coordination with the Organizing Committee and the Jury of the Competition.
In accordance with the results of the contestants within the limits the Jury reserves the rights to:
• not to award some prizes;
• to divide prizes between the contestants.
The decision of the Jury is final and is not subject to question, reveal or appeal.
Winners of the Competition may be invited to take a part in the concerts organized by the David Oistrakh Charity Foundation.
All participants of the Competition will receive a Certificate of participation.
All participants that were not admitted to the next round will have the possibility to have a personal consultation with the members of the Jury and discuss with them their performance.
Winner of the Competition should get the prizes and diplomas in person.
The Prize winner will have to take part in the final concert. In case of his refusal he may be deprived of the prize.
ADDITIONAL TERMS AND CONDITIONS
For all participants and their accompanying personas Organizers will send an official invitation to the Competition for the procedure of getting visa at the Consulate of the Russian Federation.
Participants who pass the selection of DVD and admitted to participate in the Competition, will be provided of free accommodation in the hotel 3* for the duration of their participation in the Competition.
Also, the Organizers of the are ready to book a room in the hotel for the contestant’s accompanying persons.
The Organizers will provide the accompanist.
MEDIA AND RIGHTS
With his or her registration the participant declares that no third party holds any copyright and/or other legal rights on video or other audio material which is recorded or created during the Competition.
Furthermore, he or she declares that he/she transfers such rights to the Organizers of the Competition at no cost and for an unlimited period of time, applicable worldwide. This applies in particular to the participants’ agreement (which he/she declares upon registration) to allow the Organizers’ unlimited use of video and/or any recordings of the participants during the competition for free and world-wide.
Participants have no claim on remuneration. Private and other recordings during the Competition by means of video and/or other recording devices of any kind whatsoever are forbidden.
